The Lord Lieutenant of Lanarkshire Lady Haughey CBE is delighted to announce the appointment of David Russell as a new Deputy Lieutenant .
David was brought up in the former mining village of Quarter near Hamilton, and attended Quarter Primary School and then Hamilton Grammar. He worked on the local farm throughout his secondary school years at weekends.
Following attendance at Motherwell Technical College where he obtained a Civil Engineering Certificate David started as a Civil Engineering apprentice with Strathclyde Regional Council Roads Department where he steadily moved through the ranks until transferred to Glasgow City Council where he is still employed as Head of Operational Services responsible for roads, transport, parks and waste management with over 2,000 employees.
A member of the Chartered Institute of Waste Management, David is a regular speaker at industry and local government forums covering topics such as roads, the environment, service transformation and innovation.
